The upper frame movement amount regulation part 18 includes a regulation bolt 52 which is disposed on the lower frame 14 and is inserted to a through-hole 17 of the upper frame 16, an attenuation pipe 54 which is inserted to the through-hole 17 of the upper frame 16 and intercepts vibration transmission between the regulation bolt 52 and the through-hole 17, fastening members 28, 29 which are screwed to the regulation bolt 52 with predetermined gaps Tm, Tn on the upper and lower parts of a frame member 15 and fastens tight the attenuation pipe 54 from the upper and lower sides, and a gap confirmation member 55 which is disposed on the regulation bolt 52 and confirms a sinking amount of the upper frame 16 upon loading.
