SOLUTION: This overload eliminator is equipped with a phase adjuster distribution matrix making means; comprising a means 1 which computes the loop impedance when the side of a power distribution system is viewed from nodes at both ends to which phase adjusters are connected, using the phase matrix showing the relation between the quantity of currents injected into the nodes in a power system and the variation of the power flow in each branch and the reactance of phase adjusters, a means 2 which computes the relation between the variation of power flow at a point where a phase adjuster is installed and the variation of the power flow in each branch for a transformer or the like, and a means 3 which gets the relation among the loop impedance, the variation of the power flow at a point where the phase adjuster is installed, and the variation of the power flow in each branch and indicates it as a matrix; and a means which gets the amount of phase adjustment in a phase adjuster to eliminate overload, from the relation between the amount of phase adjustment in a phase adjuster and the variation of the power flow in each branch, using this phase adjuster distribution matrix.     • PROBLEM TO BE SOLVED: To perform step-out separation in an early stage without receiving constraints of a system constitution and a step-out mode. SOLUTION: In this step-out separation method, the phase information of a wide band of a power system is obtained by measuring every moment a bus-bar voltage phase angle of a prescribed electric site in the power system wherein a plurality of synchronizing generators are continuously constituted of power cables by using a system information input part 2, a phase angle difference between each electric site is obtained by a phase angle difference operation part 3 from the phase information, and the phase angle difference is compared with a preset threshold by using a step-out mode determination part 4. The occurrence of step-out is determined when there is the phase angle difference that exceeds the threshold, and after repeating processes of the acquisition of the phase information, the calculation of the phase angle difference between each electric site, and the comparison of the phase angle difference and the threshold for a certain period of time after the determination, a step-out generator group is extracted from the phase angle difference that exceeds the threshold. Then the step-out mode is estimated from the combination of the extracted step-out generator groups, and the optimum system separation is performed by a system separation point selecting part 5.
