Further, the voice synthesis control circuit 3 access voice data in the voice memory 4 corresponding to the inputted control signal and outputs it from a speaker 5 in the form of a voice. Consequently, even the person who is handicapped in seeing is informed of the rest frequency of the telephone card periodically.
