The thin plate is bonded through an adhesion layer to a reinforced substrate which has almost the same linear expansion coefficient as that of the thin plate and a dielectric constant lower than that thereof. In the reinforced substrate, grooves are formed on the surface of the adhesion layer side in parallel to the direction to which the optical waveguide extends.
