    • PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing a hot-rolled steel plate capable of reducing defective quality of the hot-rolled steel plate attributable to flatness. SOLUTION: The apparatus for manufacturing the hot-rolled steel plate has a temperature changing means and a control device capable of controlling the operation of the temperature changing means. The apparatus is provided with at least a flatness meter capable of measuring the flatness of the hot-rolled steel plate and a width-direction thermometer capable of measuring the temperature in the width direction on the outlet side of a finishing mill, and a flatness meter capable of measuring the flatness of the hot-rolled steel plate on the inlet side of a winding machine. The method for manufacturing the hot-rolled steel plate comprises: a step of determining the target value of the flatness of the hot-rolled steel plate; a step of specifying the relationship between the flatness of the hot-rolled steel plate and the temperature in the width direction of the hot-rolled steel plate based on the result of measurement of the flatness meter and the result of measurement of the thermometer in the width direction; a step of determining the target value of the differential temperature in the width direction of the hot-rolled steel plate based on the relationship specified with the determined target value; and a step of controlling the operation of the temperature changing means so that the differential temperature in the width direction of the hot-rolled steel plate reaches the determined target value.
