    • PROBLEM TO BE SOLVED: To complete a swelling reaction even in steam aging of steelmaking slag containing powder at a high ratio.SOLUTION: The steelmaking slag 4 pulverized into particles so that 80 mass% or more of the particles has a diameter of 40 mm or less, is put in a slag vessel 1, and the slag vessel 1 and the steelmaking slag 4 are inserted in a pressure vessel 2. When pressurized steam is supplied in the pressure vessel 2, the inside of the pressure container is pressurized into a steam environment with a pressure of 0.1-1.96 MPa while condensed water is discharged to the outside of the pressure vessel by piping arranged inside a slag layer so that steam always flows from the slag layer surface to the slag layer center portion. After retention for a predetermined time, the pressure of the pressure vessel is lowered to an atmospheric pressure, and the slag is discharged. Since uniform steam aging can be carried out on the steelmaking slag containing powder at a high ratio and the swelling reaction is completed, application of the slag to a roadbed material for a road can be achieved, though this application is impossible conventionally.
