The generating unit 141 generates an edge histogram of a decoded image generated from a video signal, and the processing unit 150 determines, in the edge histogram, whether the rate of a sum obtained by adding the frequency of each class higher than a predetermined class with respect to a sum total is equal to or greater than a predetermined threshold value, and subjects the decoded image to smoothing processing at a smoothing strength adjusted on the basis of the determination result.
