Then, by arraying the carried-in reinforcing bar frame units B at a construction part of a reinforced concrete beam A for the housing foundation and joining the adjacent reinforcing bar frame units B with each other using a joint bar C welded beforehand to one of the reinforcing bar frame units B, the single bar arrangement is constructed. As the reinforcing bar frame units B, at least two kinds, which are a reinforcing bar frame unit B1 with a joint bar to which the joint bar C for joining is welded beforehand, and a standard reinforcing bar frame unit B2 to which the joint bar C is not welded, are manufactured in a factory. The binding tool 1 can be easily mounted to the reinforcing-bar intersection 103 with a smaller force in comparison with the prior arts.
