    • PROBLEM TO BE SOLVED: To search a bit plane which first appears by a significant coefficient with a simple configuration. SOLUTION: The encoder of this invention searches a bit plane the significant coefficient of which first appears as a pre-processing of an EBCOT (Embedded Block Coding with Optimized Truncation) of the JPEG2000. The encoder is provided with a register for latching bit location data by each code block. The encoder identifies a code block of absolute value data of each received wavelet coefficient and calculates OR between the received absolute value data and the bit location data latched in the register. The encoder allows the register to latch again the arithmetic result as new bit location. The encoder applies the OR arithmetic operation above to all data in a wavelet transform area being an encoding object and obtains a bit plane of a highest position among bit planes including effective bits by each block on the basis of the bit location data finally obtained.
