SOLUTION: The water-base lubricant composition contains (A) an organosilicon compound obtained by hydrolyzing 100 pts.wt. of a hydrolyzable silane containing a nitrogen-containing organic group, represented by the formula (1): YR 1 m SiR 2 3-m (1) (wherein R 1 is a 1-8C substituted or unsubstituted monovalent hydrocarbon group; R 2 is a 1-4C alkoxy group or acyloxy group; Y is a nitrogen-containing organic group; and m is 0 or 1), or a partial hydrolyzate thereof and 5-200 pts.wt. of a hydrolyzable silane of the formula (2): R 3 n SiR 4 4-n (2) (wherein R 3 is a 1-8C substituted or unsubstituted monovalent hydrocarbon group; R 4 is a 1-4C alkoxy group or acyloxy group; and n is 0, 1 or 2), or a partial hydrolyzate thereof; (B) a lubricant; and (C) an alkanolamine. SOLUTION: Cellulose fibers of this low elastic printing paper are at least partially covered with a gel, which is obtained by means of a sol-gel method from a hydrolyzable silane or from its partial hydrolyzate. The covering of the cellulose fibers is performed through the paper making method in a sol solution including the dydrolyzable silane or its partial hydrolyzate or through the coating or impregnation of the sol solution on or in the printing paper.

By using this germination inhibitor, it is contrivable to reduce the labor and the expense and decrease the using amount of herbicides.
