This constitution can reduce the stress and deformation by a large load, even if the truss girder 1 is constituted of members of small cross section, and reduce the horizontal stress and deformation by an earthquake.

The actuator 25 is controlled through a controller 26 by an output from a displacement sensor 27 detecting displacement in the horizontal direction of the fixed structure section 11, and the body structure section 13 is moved by quantity equal to the displacement of the fixed structure section 11 in the opposite direction to the displacement.

SOLUTION: A pile reaction adjusting device 6 is provided between a head part of a foundation pile 4 and an inner peripheral wall upper part of a hole part 5 piercing a foundation bottom slab 2. In the pile reaction adjusting device 6, a plurality of metallic deformable members 7 of approximately J-shape cross section disposed along the circumferential direction of the foundation pile 4 are respectively fixed through anchor bolts 8 and bolts 9. When the ground 3 goes down due to ground subsidence so as to lower ground reaction acting upon the lower face of the foundation bottom slab 2 and to increase pile reaction of the foundation pile by that portion, the deformable members 7 are deformed against load of the specified value or more, and the foundation bottom slab 2 subsides following ground subsidence. The ground reaction of the foundation bottom slab 2 can therefore be set back to the original value so as to be able to realize foundation pile design based on resultant force of ground reaction and pile reaction.

Therefore, a shape of external appearance is the same as a general steel frame structure, and the damper part 7 can also be easily installed and replaced.

When heat is generated by supplying electric power to the casing 2 and the parallel plate 3, a vibration suppressing effect is made variable by changing rigidity and a coefficient of damping of the rubber asphalt 4.
