SOLUTION: Image data are divided into blocks for each of 2×2 pixels (a, b, c, d). A wavelet conversion section 402 converts each block into one low frequency component (LL) and three high frequency components (LH, HL, HH). An area discrimination section 403 uses characteristics of coefficients in the case of applying wavelet conversion to a binary area and a natural gradation area, a selection section 404 selects picture element values (a-d) not subject to wavelet conversion by the wavelet conversion section 302 for blocks of 'binary area edge' based on the discrimination result of an area discrimination section 303 and selects the coefficients (LH, HL, HH) subject to wavelet conversion in other blocks. A conversion circuit 405 assigns a sign to data selected by the selection section 404 and deletes low-order 3 bits.

    • PROBLEM TO BE SOLVED: To recognize image contents in an early stage in progressive transfer by making one of first and second transformation means generate a transformation value significant for both first and second coefficients and making the other transformation means generate the transformation value significant for only the second coefficient. SOLUTION: One of a wavelet transformation part 10 and a text transformation part 12 generates the transformation value significant for both first and second coefficients and the other transformation part generates the transformation value significant for only the second coefficient. An area judgement part 14 judges whether or not a block under consideration is an area satisfying a prescribed condition and the output of the text transformation part 12 is selected in the area satisfying the prescribed condition and the output of the wavelet transformation part 10 is selected in the other area in a selection part 16. Then, since one bit for indicating a result in the area judgement part 14 is added to selected data and the code of the area including information for representing the contents of images in the initial stage of transfer, the image contents are recognized in the early stage.
