摘要： PROBLEM TO BE SOLVED: To provide an image transmission device for reducing a load on a network and a cost in a server and also suppressing the deterioration of recognition accuracy due to the reduction concerning the image transmission device in an image recognition authentication system for transmitting an image obtained by image capturing by a camera to the server and performing subject recognition authentication processing on the basis of an image in the server.SOLUTION: An image transmission device 10 includes: an image input unit 12 for receiving the input of multiple continuous images; a data amount reduction unit 15 for generating a data amount reduction image by reducing the data amounts of multiple images input to the image input unit 12; and a transmission unit 19 for transmitting a data amount reduction image to an image reception device for performing recognition authentication processing with respect to a data amount reduction image. The data amount reduction unit 15 reduces the data amount of multiple images by a reduction method corresponding to recognition authentication processing to be performed in the image reception device 20.

摘要： PROBLEM TO BE SOLVED: To provide an encoder capable of performing an appropriate encoding processing depending on a camera in/out of turning operation.SOLUTION: An encoder 1 includes: a PTZ operation determination section 5 that determines whether a camera 2 is in PTZ operation; an encoding processing section 6 that performs encoding processing on an input image using an encoding parameter; and a learning table 7 storing a second encoding parameter which is previously used for encoding an input image during a period from a termination to a start of the PTZ operation of the camera 2 while associating the same with a camera control value used when the input image the same is taken. The encoding processing section 6 performs an encoding processing on the input image: by using the first encoding parameter for reducing the code occurrence amount when the camera 2 is in the PTZ operation; by using the second encoding parameter associated with a camera control value closest to the camera control value immediately after the termination of the PTZ operation while referring to the learning table 7 when the camera 2 has terminated the PTZ operation; and by using an encoding parameter according to the input image during a period from the termination of the PTZ operation to the start of the next PTZ operation.
