    • PROBLEM TO BE SOLVED: To provide an image decoding method supporting a motion vector encoding method where prediction capability is enhanced for a predicted value of a motion vector to improve encoding efficiency. SOLUTION: The image decoding method includes a step for specifying three peripheral blocks, a reference picture determination step, and a predicted motion vector derivation step. The reference picture determination step determines whether a reference picture of three peripheral blocks is the same as a reference picture of a block to be decoded. The predicted motion vector derivation step derives a predicted motion vector of the block to be decoded, using a motion vector of three peripheral blocks. Here, in the predicted motion vector derivation step, a motion vector substantially used in a case when motion compensation is carried out for the peripheral block is employed as a motion vector of the peripheral block. Moreover, in the reference picture determination step, the median of three motion vectors of three peripheral blocks is adopted as a predicted motion vector, if all reference pictures of the three peripheral blocks are the same.
