SOLUTION: A risk monitoring system 100 is configured by a client terminal 1, a risk managing device 2, and a security device 3. Vulnerability in each site is calculated based on information collected from the security device 3 by a risk calculating unit 27 of the risk managing device 2, and a risk value in every site is calculated on real time by multiplying a crime generation rate and a property value.
