    • PROBLEM TO BE SOLVED: To enable a base station to disable accesses from user devices during cell congestion time to avoid a congestion state, and to restrict communication of user devices in a standby state by imposing just enough constraints, thereby cutting back the necessary paging signals.SOLUTION: A base station performs the following: determining a restriction rate for each of plural kinds of restrictions; classifying user devices into groups from the timing with which they are activated intermittently, and determining every group the timing with which a paging signal is notified to each group; determining a number of groups corresponding to each restriction rate among a total of Mgroups to be a number of restriction groups smaller than a number totaled about the plural kinds of restrictions; determining groups equal to the number of restriction groups as one or more groups to be restricted; transmitting a paging signal to a user device belonging to at least one of the one or more groups to be restricted; and transmitting system information indicating that two or more kinds of restrictions will be imposed.
