The male serration groove 71 of the inner shaft 7 is inserted into the female serration groove 4 of the outer shaft 2, and a retainer ring 8 is externally fitted to a lock recessed portion 22 in the state of elastically shrinking the diameter on one axial end side of the second drawn portion 23. In the state of assembling the inner shaft 7 on the outer shaft 2, the female serration groove 4 is strongly pushed against the outer periphery of the male serration groove 71 at two points of an inner diameter 231 on the other axial end side of the second drawn portion 23 and an inner diameter 232 on the one axial end side of the second drawn portion 23.     • PROBLEM TO BE SOLVED: To stabilize an impact energy absorbing characteristic in a secondary collision, and to acquire sufficiently-long energy absorbing straight line part, even if a steering device is provided closer to an engine room etc.
      SOLUTION: A driver collides with a steering wheel 12 in the secondary collision, and a locking projection 431 pulls a U-shaped portion 611 of an energy absorbing member 61 to a vehicle body front side. As a result, the impact energy absorbing characteristic is stabilized.
