The wire-rod other-end pressing means comprises a first pressing means 71 and a second pressing means 72, and the rotation means comprises an electric motor 32 in which a contact roller 31 rotating by contacting with external peripheries of the reels is arranged at a rotating shaft, and a motor moving means 33 for moving the electric motor 32 and making the contact roller 31 selectively contact with the external peripheries of the plurality of reels.
