An opening for leading out a fluid accumulated in an accommodated space is formed in the vicinity of a bottom portion of the accommodated space surrounded by the side plates. The side plate is configured so as to have a frame member including a cylindrical member of a rectangular cross-section, and the sideboard is integrally formed with the frame member.

The vessel is provided with a cylindrical part having an outside diameter smaller than an inside diameter of a barrel of the drum and a height lower than an inner height of the barrel of the drum, a bottom face part fixed to the cylindrical part and a top panel part provided detachably in the cylindrical part, and at least its one portion is formed of a material with a hole or a steel material to allow flow of the material filled in the drum from the inside to the outside of the vessel or vice versa. The fixing parts are provided with base parts 22a-22d fixed to the cylindrical part, and abutting members 23a-23d projected from the base parts to a radial-directional outside of the vessel length-controllably, and are constituted to bring tip parts into contact with an inner circumferential face of the drum and the fixing parts are provided at least in two portions in a plane substantially parallel to the bottom face part.
