      SOLUTION: The IP communication system includes: a first call processing server 15 which controls call processing between communication destination partner devices 12, 14, 16, and 17 in the IP network; first gateway devices 14 and 16 which connect respective terminals accommodated in the telephone network by a subscriber line interface of the telephone network and are connected to the first call processing server 15 in the IP network in order to perform call processing; a second call processing server 12 which controls call processing for a communication destination partner device (relay and gateway exchange) 10 in the telephone network; and a second gateway device 13 which interconnects the telephone network and the IP network and is connected to the second call processing server 12 in the IP network in order to perform call processing.
