When the time of the time stamp in the signal is later (S13: later), the data holding apparatus 2 determines whether the signal includes an ON flag (S17). The data holding apparatus 2 extracts data and a time stamp from the received signal, and updates its own data and time stamp (S21, S23). The data management apparatus 1 receives the request signal, and transmits a signal including an OFF flag and data to the data holding apparatus 2 when data is not being updated.
