    • PROBLEM TO BE SOLVED: To provide a chromate-free precoated metal sheet that can be produced by using a stable substrate treatment agent and has excellent corrosion resistance and coating adhesion.SOLUTION: The chromate-free precoated metal sheet is provided, in which an upper layer coating film is formed at least one side of the metal sheet and which includes a substrate treatment layer between the metal sheet and the upper layer coating film, wherein the substrate treatment layer contains (1) a film-forming component including: an organosilicon compound which is obtained by the blend and the reaction of a silane coupling agent containing an amino group in the molecule and a silane coupling agent containing a glycidyl group in the molecule and which has a cyclic siloxane bond in the structure; and a cationic organic resin selected from a polyurethane resin, a phenol resin, and an epoxy resin and (2) an inhibitor component including a metal compound selected from a titanium compound and a zirconium compound, a phosphate compound, and a fluorine compound, wherein, when the metal compound is a fluorometal complex compound, the fluorine compound (F) may not be included.
