    • PROBLEM TO BE SOLVED: To provide a coated steel sheet which shows improved properties of corrosion resistance at a formed part, perspiration resistance, resistance to tape peeling, solvent resistance, alkali resistance and abrasion resistance. SOLUTION: The coated steel sheet is coated with a composite film. The composite film includes a polyurethane resin particle (A-1) and an ethylene-unsaturated carboxylic acid copolymer resin particle (A-2) both of which have an average particle diameter of 20 to 100 nm and contain a silanol group and/or an alkoxysilyl group, at a mass ratio of 20:80 to 90:10; and furthermore, a composite resin (A) that contains a silicon oxide particle (A-3) having an average particle diameter of 5 to 50 nm and an organotitanium compound (A-4) which form a compound, a vanadium compound (B), a silicon oxide particle (C) having an average particle diameter of 50 to 200 nm, and a polyolefin wax particle (D) having an average particle diameter of 0.5 to 4 μm.     • PROBLEM TO BE SOLVED: To provide a chromate-free color coated metal plate which is free from hexavalent chromium with a high environmental load and extremely excellent in design properties (a coloring property and hiding property including a processed portion), moisture resistance, corrosion resistance, workability, scratch resistance and the like, and which can be inexpensively manufactured with lesser manufacturing steps than in a conventional precoated metal plate.SOLUTION: The chromate-free color coated metal plate includes a colored coating film (α) formed on at least one surface of a metal plate, the coating film including a sulfonic group-containing polyester resin (A1), a coloring pigment (B), and silica particles (C). The metal plate further includes a base treatment layer (β) formed between the metal plate and the colored coating film (α), the base treatment layer including a sulfonic group-containing polyester resin (a) and a silane coupling agent (b).

The organic resin (A) includes resin (A1) containing at least one functional group selected from a carboxyl group and a sulfonic acid group in a constitution thereof or further includes a derivative (A2) of the resin (A1).
