SOLUTION: This stopper 1A is provided with a squib 10, a holder 20 for holding the squib 10, a pin 40 including a locking part 41 for locking an object to be locked, and a cup 30 for holding the pin 40 and is constituted by assembling the holder 20 and the cup 30. The cup 30 has an opening part 33 in a bottom part 32 opposing to an ignition part 12 of the squib 10. The pin 40 has a collar part 42 protruding toward an outer side in a root part of the locking part 41. In this stopper 1A, the locking part 41 is inserted from an inner side toward an outer side of the cup 30 through the opening part 33 to hold the collar part 42 by only the cup 30 in the condition. SOLUTION: In the fabrication method of the gas generator provided with: a cup body having an opening part, in which a gas generation agent for generating gas by combustion is packed; at least two electrode pins for energization; an ignition part having an ignition mechanism which ignites by energization; and a holder which is joined to the cup body from the opening part side and seals the gas generation agent. The cup body is formed with aluminum base metal, the holder is formed with high-strength aluminum alloy, a laser beam is applied to the end surface of the opening part side of the cup body, and the cup body and the holder are joined by welding to each other.
