A plurality of layers of the heat accumulating body 1 of ceramic provided with the venting layers 12 having no sealing are arranged at the position of the outer periphery of the heat accumulating body while the ring gear 2 is connected to the outer periphery thereof through an an elastic body 7 such as RTV (room temperature curing) silicon rubber or the like. A part of the low- temperature air, flowing between the housing 8 and the ring gear 2, flows through the venting layer 12, therefore, heat conduction from high-temperature fluid is shielded by the venting layer 12 and the elastic body 7 may be kept in a low temperature. Accordingly, the elastic body 7 may be kept in the temperature (below 250 deg.C) of the low- temperature air and the deterioration thereof may be prevented.

Especially, the protective plate permits the detection of only the flow perpendicular to the flow of the fluid thereby ensuring a large output signal and a broad measuring range.

The first passage 9 for passing high-pressure intake air and the second passage 10 for passing a low-pressure exhaust gas are provided across the element 5. The rotation of the ring gear 7 is transmitted to the element 5 by frictional forces of fixed surfaces of the shock absorber 12 made of a silicone rubber. The element 5 is rotated without transmitting any tensile stress thereto, and heat is exchanged between the high-temperature exhaust gas and low-temperature intake air. Leakage of gas is prevented by a sealing device 11 constituted of a sliding part 11a and a spring member 11b pressing against the part 11a.

The transistor 33 in any of the action area and the interruption area responds to the corrsponding area free from electrical noises when rotor is stopped thereby preventing erroneous detection of rotational speed due to electrical noises during the stoppage of the rotor.
