The movement of the object member 6 is locked by frictional force between the piece part 9 and the object member 6 by the energizing force of the elastic member 4. The movement of the object member 6 is allowed by the rotation of the piece part 9 due to the increase of frictional force with the object member 6 following the movement of the object member 6 in the energizing direction, while lock is released by the decrease of frictional force between the piece part 9 and the object member 6 by the movement of the locking member 3 in the same direction as the object member 6 by the movement of the object member 6 in an opposite direction to the energizing direction.
