A first chamber is formed around the rotary seal, and the shaft member passes through a cylindrical hole of a fixed member, and the first chamber is communicated with a second chamber through a clearance 27 between the shaft member and the cylindrical hole. The clearance has an axial length and a clearance dimension which produce fluid resistance required to generate a pressure difference that can be detected by a pressure sensor provided in the first chamber when a normal quantity or more of fluid flows. The second chamber includes a drain opening.
