The fire resistance, incombustibility and adhesion of the reinforcing layer on the back side prevents total melting, through-type breakdown or cracking-type breakage of the inorganic decorative board on the face side or generation of noxious gases from the board or the like from occurring. When the reinforcing layer comprises mortar, the glass cloth and mortar provided sequentially in a laminate form, mechanical strength of the product is further enhanced. When an adhesion booster is applied to the back side of the decorative board and the face and back sides of the reinforcing layer, the bond strength between the decorative board and the reinforcing layer and the bond strength between the component members of the reinforcing layer are further enhanced.

In an attaching device, plate-shape screw metal fittings 18 are provided to the hollow part 11c of the cement panel 11 and clip metal fittings 19 engaged with a body 15 are provided to the rear surface of the cement panel 11. The cement panel 11 is attached to the body 15 by the clip metal fittings 19 and an adjusting member 20 is interposed between upper and lower cement panels 11.
