    • PURPOSE:To obtain the precoated steel plate having matte appearance and a cloth like feeling and showing sufficient decorative properties without showing a cool feeling peculiar to a steel plate by providing a film formed from a paint composition containing an elastic resin binder, a crosslinked colored globular resin powder and an inorg. matter powder and an inorg. matter powder to the uppermost layer. CONSTITUTION:A crosslinked colored globular resin powder and an inorg. matter powder are contained in a paint composition formed into a film on the uppermost layer. The mean particle size of the crosslinked colored globular resin powder is 20 - 150mum and the compounding ratio thereof is 30% or more by vol. of the solid of the film. The mean particle size of the inorg. matter powder is 5 - 150mum and the compounding ratio thereof s 5% or more by vol. of the solid of the film. When the mean particle size is below 5 mum, it becomes difficult to improve matte properties, scratch resistance and the touch by the adjustment of the surface roughness of the film. This pre-coated steel plate can be formed by using a cold rolled steel plate, a zinc type plated steel plate or one obtained by applying chemical forming treatment thereto by phosphoric acid or chromate as a base plate.

    • PURPOSE:To provide a highly corrosion resistant steel material having high corrosion resistance by forming an amorphous alloy layer on the surface layer part of a steel material. CONSTITUTION:An alloy which is liable to turn amorphous is beforehand coated or melt-sprayed on the surface of a steel material in such a way as to make a 50- 300mu layer. The coating is carried out by adding a binder to said alloy powder and preparing the mixture into a slurry. Thence, a laser or electron beam is irradiated to the coated or melt-sprayed layer of said easy-to-turn amorphous alloy from is surface to locally heat the same at high temps, whereby the coated or melt-sprayed layer is melted to about 50-300mu from the front surface. Following to this, the working point is moved, whereby the melting of the entire part of the work is completed. The molten part is quickly cooled by the heat transfer of the base metal or by another force cooling. It is possible to cool said part at >=10 deg.C/sec cooling rates by controlling heating, or a force cooling method for the thickness of the base metal, whereby the composite steel material of high corrosion resistance having the amorphous or pseudo-amorphous alloy laye on the surface of the steel material is obtained.
