The switching information of each transmission line L1, L2 is collated by the collating means of the AND circuit 13, the NOR circuit 16, etc. of said information receiving part, and the number of times of the continuous collating coincidence is detected by the shift register 18, 19 and the AND circuits 20-25, etc. And, in case when a fault detection signal has been obtained, the system switching information of the fauty transmission line is disregarded, and when the system switching information of the normal transmission line has been detected continuously by the number of times exceeding the number of times of the continuous collating coincidence, it is decided as effective, and a system switching signal SC is output from the J-KFF28.
