The transmitting means permits the free turn of the fin toward the passage closing position when the fin is turned to the passage opening position. The fin includes a shaft part 41, and a pair of fin body parts 42, 43 extending from the shaft part 41 in the radial direction, and is constantly urged so as to be turned toward the passage opening position.
