    • PROBLEM TO BE SOLVED: To provide an apparatus for improving the residual stress in piping, wherein the residual stress in the piping can be reduced (or removed) by heating the outer peripheral surface of the piping and the constitution of this apparatus is made comparatively compact and further, the outer peripheral surface of a bending pipe part can be heated. SOLUTION: This apparatus is provided with: a laser head part 6; a circumferential direction moving means composed of a ring rail 3 and a rotation running carriage 5; and a reflecting direction adjusting means for adjusting the reflecting direction of the laser beam so that the laser beam reflected on the outer peripheral surface of the piping is not returned back to the laser head. Furthermore, the apparatus may be provided with: an emitting direction adjusting means for adjusting the emitting direction of the laser beam so as to irradiate the outer peripheral surface of the bending pipe part positioned more at the front part in the pipe axial direction from the laser head with the laser beam; a pipe axial direction moving means for moving the laser head part in the pipe axial direction; and an output adjusting means for adjusting the output of the laser beam so that the irradiation strength on the outer peripheral surface of the bending pipe part is made uniform.     • PROBLEM TO BE SOLVED: To provide an electrical discharge cutting device which is simple in structure and improved in working efficiency of electrical discharge cutting.
      SOLUTION: In implementation of the electrical discharge cutting, an inter pole voltage between an electrode and a workpiece to be cut is measured, and if the measured inter pole voltage is equal to or smaller than a predetermined value, the electrode is retreated (S5), followed by measuring a retreated distance of the electrode. If the measured retreated distance of the electrode is smaller than a predetermined value, retreat of the electrode is stopped (S7), and the retreat of the electrode is halted over a predetermined time (S8). Thereafter the inter pole voltage of the electrode is measured again, and if the re-measured inter-pole voltage is larger than the predetermined value, the electrode is moved forward. On the other hand if the re-measured bathvoltage is equal to or smaller than the predetermined value, the electrode is further retreated (S9). In this manner a retreating distance of the electrode is minimized, and an electrical discharge cutting period of the workpiece to be cut is minimized, to thereby improve the working efficiency of the electrical discharge cutting.
