A turbine output power fluctuation is made to be limited within the fluctuation width of an allowable load for the primary system by controlling a govenor valve due to the deviation of a turbine revolution speed. In this case, the govenor regulating rate 9 determining the govenor characteristics 5 for the fluctuation of the revolution is made to be a polygonal line characteristics which becomes infinity in a range larger than the designated deviation. The govenor valve is controlled until the revolution deviation reaches within the designated value, for instance, less than 0.06Hz, then the controlling is stopped when the deviation exceeds the designated value and prevents the absolute value of load fluctuation from exceeding, for instance, 2.5%.
