    • PROBLEM TO BE SOLVED: To provide a machine and a method for fine hole electric discharge machining, which can detect a slightly opened hole and a penetration of a hole when a hole machining is carried out, and can stably machine even the slightly opened hole.SOLUTION: The machine 1 for fine hole electric discharge machining has: a pipe-like electrode 2 injecting a machining liquid from its tip; a pulse generator 6 applying a pulse voltage including a group pulse between the electrode 2 and a workpiece 3, intermittently with a down time in between. The machine 1 applies the electric discharge machining to the workpiece 3 by generating electric discharge by the group pulse in a machining liquid intervening between the electrode 2 and the workpiece 3. The machine 1 is also has: a short-circuiting detector 7 detecting the generation of a short-circuiting between the electrode 2 and the workpiece 3; a short-circuiting frequency detector 8 detecting the generation frequency of the short-circuiting; and a machining controller 4 determining whether a hole under machining by the electric discharge machining is in an ordinary state of non-penetration, in a slightly opened state of partial penetration, or an complete penetration state, based on a detection result by the short-circuiting frequency detector 8.
