The switching circuit 9 makes the solar cell panel array 2 output the generated power to a system 10 during power generation. When power generation is reduced, output from the solar cell panel array 2 is interrupted and a voltage is applied from the DC power supply 7 to the negative electrode 2b thus bringing the voltage to ground of the negative electrode 2b to a positive potential.
