SOLUTION: A variable length encoding/decoding device 10 is provided with a segmentation part 100 for segmenting a bit column from a bit stream; a storage part 111 for storing a code word including one coefficient and corresponding decoded data and code length; a storage part 121 for storing a code word including two or more coefficients and corresponding decoded data and code length; a judgement part 110 for judging whether or not the code word stored in the storage part 111 is included in the segmented bit column, and for outputting the decoded data and code length of the code word; and a judgement part 120 for judging whether or not the word code stored in the storage part 121 is included in the segmented bit column, and for outputting the decoded data and code length of the code word. The segmentation part 100 segments the bit column in the same cycle as the cycle in which judgement has been made by the judgement part 110, and segments the bit column in the cycle next to the cycle when the judgement has been made by the judgement part 120.
