SOLUTION: A propulsion device Q is attached on a pedal Pe positioned at the substantially central part of a bicycle, and generated F-force (F1, F2, F3) is fixed obliquely downward on a front side, and the pedal Pe is pressed down as the direction of F-force is regulated by a lever with a balance kept properly to the weight of a load, and the floating up of a handle HA can thereby be prevented, and stable traveling can obtained. The handle HA is floated up by the weight of a baggage W and becomes noneffective, but this phenomenon can be controlled by the downward component force of F-force. In addition, since the bicycle is advanced by forward component force, an uphill can be ascended through light force caused by the rotation of the rotary part of the propulsion device Q. SOLUTION: A plurality of P parts (P1 to P3) are arranged on a disc A, and torque generated on an O-shaft is transmitted to respective P parts, so as to generate force F (F1 to F3) are generated on respective P parts. Generating force is increased by attaching the disc A to the O-shaft into plural stages. Buoyancy for floating the whole device is generated by fixing the F force upward, and the device is vertically and laterally moved by controlling the buoyancy to the direction of the F force. Concretely, a plurality of gears are meshed with a gear of a fixed outer ring, a weight is attached to a shaft provided perpendicularly to respective gears through a spring and rubber, torque is amplified by making use of centrifugal force of the weight to be generated with the rotation, so as to generate electric power, and a motor is driven by mating use of electric power charged in a charger, so as to rotate the gears.
