SOLUTION: The positioning system comprises three base stations 1a to 1c and a mobile station 2. Each base station sends position information of the base station and a signal including time information being synchronized among the base stations with ultralow frequency radio waves of 3 kHz or less as carriers. The mobile station 2 receives the radio waves sent from the base stations 1a to 1c, and obtains the position of the mobile station 2 based on the position and time information included in respective received radio waves.
