    • PROBLEM TO BE SOLVED: To improve the predictive accuracy of fluctuations of a generator in the future so as to raise the reliability, by performing the judgment of the step out, using the predictive result of a fluctuation prediction part, and executing the stabilization control for preventing step-out phenomenon in the case that it has judged that the generator will step out in the future. SOLUTION: At the point measurement provided on a power system 1, a generator fluctuation prediction part 4 predicts the quantity of conditions of the phase angle of the inside voltage of an equivalent generator model, and others, using the voltage, current, and power measured with the system condition measuring part 2 and the system impedance and others estimated with a system impedance estimator 3. Then, a fluctuation prediction part 6 predicts the future fluctuation by evaluating the differential equation of an equivalent generator model obtained at a generator parameter computing part 5. Then, in case that a step out judger 7 judges that the generator will step out in the future, a stabilization controller 8 executes the stabilization control for preventing the step out phenomenon. Hereby, highly reliable fluctuation prediction and stabilization control of step out judgment can be performed.
