In the emphasis processing means 11, a first intermediate image obtained by extracting a component in the vicinity of a specific frequency band from an input image DIN11 by an intermediate image generation means 111 is generated, a coring process in accordance with the noise detection signal ND is executed to an image of a high-frequency component obtained by applying nonlinear processing to the first intermediate image, and the first intermediate image by an intermediate image generation means 112 to generate a second intermediate image by adding them to each other, and the input image DIN11 is added to the second intermediate image by an addition means 113 to generate a video output signal.
