The main control unit 5 is consisting of a microcomputer and when the terminal voltage of the main control unit 5 is lower than the voltage of an electric source, the main control unit is being reset, thereafter, the operation thereof is initiated when the terminal voltage becomes near to the voltage of the electric source. At this moment, a lamp lighting output is outputted from the main control unit into the indicating unit 6 and the lamp of the indicating unit 6 is put off after the output is continued for a given time (about one second, for example). When the battery, whose voltage is nearly zero, is inserted, for instance, nothing is indicated in the indicating unit 6. In this condition, the main control unit 5 is also not operating, and an operator may decide the operating condition of the main control unit 5 and the mistake of the exchange of the battery by watching the condition of the indication.

CONSTITUTION:When the number of pulses exceeds a predetermined value within a pulse counting time, the output of a first pulse counting section 6 generates an output voltage HI(T1) as shown in the drawing (PVOUT).
