In this case, since an internal vertical synchronizing signal is always outputted, when 30 signals are inputted, a count output RC1 is outputted from the counter 8. Thus, a set/reset circuit 11 is reset, its output Q goes to 0 and an output of an AND circuit 12 goes to 0 independently of the content of a register 7 and a message is always displayed by the internal clock and the internal synchronizing signal.
