The lock fittings 37 and 38 are oscillated through operation of the motor-drive operation device 50, and pawl parts 37a and 38a at a tip are protruded from the interior of a case and positioned between spokes.

Thus, only using of a conventional and known quick lever can provide sufficient stroke amount, and certain fastening can easily be performed.
