When power is supplied to the electrodes by a constant voltage system and the energized amperage becomes a predetermined value or lower for a predetermined time or longer, the amount of the calcium scale to be deposited onto the cathode 4 is determined to become larger and the cathode 4 is cleaned with an acid.
