    • PROBLEM TO BE SOLVED: To provide a fuel cell that can be used at temperatures of 100°C or higher and can especially reduce the cathode overvoltage, and to provide a gas diffusion electrode having a catalyst layer used in the fuel cell, a membrane-electrode assembly having the gas diffusion electrodes on both sides of a polymer electrolyte membrane, and a composition for forming catalyst layer.SOLUTION: A composition for forming a catalyst layer contains, based on 100 pts.mass of a block copolymer (P) containing a polymer block (A) having an ion conductive group and a polymer block (B) having no ion conductive group, 25 to 400 pts.mass of an ion conductive metal phosphate, and 50 to 300 pts.mass in terms of metal of a metal catalyst (X) containing at least one kind of metal selected from metals belonging to group VIII to X on the periodic table (long period type). A gas diffusion electrode having a catalyst layer formed using the composition for forming a catalyst layer, a membrane-electrode assembly and a fuel cell are also provided.
