      SOLUTION: Chemical treatment coating layers of two layers consisting of a lower layer chemical treatment coating layer containing no pigment or a pigment with a content of 5 mass%, and an upper layer chemical treatment coating layer containing a heat dissipation pigment containing at least carbon black of 10-25 mass% is formed on at least one face of a substrate consisting of a zinc-plated steel sheet. The coated steel sheet in which these two chemical treatment coating layers are formed on one face of the substrate, and the face on the opposite side is made a coated face, is suitable for manufacturing the housing body and the heat dissipation sheet by facing the coated face outside.
