    • PROBLEM TO BE SOLVED: To provide: a uniformly-dispersed photocatalyst coating liquid having excellent dispersion stability of titanium oxide particles which have photocatalytic activity, wherein the coating liquid places no burden on the environment while being excellent in handling properties and forms a photocatalyst coating film excellent in photocatalytic activities (antifouling properties and/or antibacterial properties), transparency and durability, on the surface of a base when applied thereto; a method for producing the same; and a photocatalytically active composite material obtained by using the same. SOLUTION: Specifically disclosed is a uniformly-dispersed photocatalyst coating liquid which is a composition containing, in an aqueous solvent, titanium oxide dispersed particles having an average primary particle diameter of 5-50 nm and an average dispersion particle size of 10-100 nm, a polymer dispersing agent, an alkoxysilane hydrolysis-polycondensation, an organic amine, and additionally if necessary, silver particles. The uniformly-dispersed photocatalyst coating liquid has a pH within a range of 5-9. Also specifically disclosed are a method for producing such a uniformly-dispersed photocatalyst coating liquid, and a photocatalytically active composite material having antifouling properties and antibacterial properties, which is produced by applying such a uniformly-dispersed photocatalyst coating liquid over the surface of a base.     • PROBLEM TO BE SOLVED: To deposit a coating film having sufficient film quality and containing titanium oxide having activity as a photocatalyst on the surface of an electroconductive base material with good adhesiveness.
      SOLUTION: A method for producing a titanium oxide film by migration electrodeposition comprising applying a varying voltage (or pulse-like voltage) to a dispersion obtained by dispersing titanium oxide particles in a dispersion medium and a titanium oxide film produced by the method are provided. As the dispersion medium, both of an aqueous electrolyte and an organic electrolyte can be used. In the aqueous electrolyte, a polymer dispersing agent may be added, and in the organic electrolyte (dispersion medium), isopropyl alcohol may be used.
