Furthermore, resin composition in the form of solid film prepared by blending 10-150 pts.wt. of silica with 100 pts.wt. of modified epoxy resin, which is produced by adding dialkanolamine to urethane-modified epoxyresin prepared by reacting isocyanate compound with epichlorohydri-bisphenol A epoxy resin, is formed on the chromate film by the film build-up of 0.3-4.0g/m .

SOLUTION: The surface of steel is coated with a soln. composed of amorphous rust and a resin to form a uniform coating film (an artificial rust layer), by which its weather resistance and adhesion for a coating film are improved. When the soln. obtd. by incorporating about 0.10% Mo into the amorphous rust or moreover incorporating one or >= two kinds selected from Cr, Cu, P, Ni, V and W by about 0.10% into the amorphous rust is applied on the steel surface, its weather resistance remarkably improves. In the amorphous rust, the one having >=50 wt.% amorphous components is desirable from the phase of the improvement of the weather resistance. In the case that Mo is contained in the amorphous rust, Mo is precipitated into the amorphous rust, by which excellent weather resistance can be exhibited. The form in which Mo is substituted with a part of Fe in the amorphous rust is produced, and when corrosive factors infiltrate, a stable compd. is formed by Mo ions.
