摘要： PROBLEM TO BE SOLVED: To provide a dechlorinating technique applied to a hydrocarbon oil contaminated with a polychlorinated aromatic compound which is an environmental contaminant, e.g. a polychlorinated biphenyl, especially an insulating oil of transformers, etc., and useful for preventing pollution. SOLUTION: This method for treating the polychlorinated aromatic compound is characterized by using an alkali metal alcoholate [CnHm-O-M (M denotes an alkali metal)] as a reactant, heating and stirring the polychlorinated aromatic compound or the hydrocarbon oil containing the polychlorinated aromatic compound and thereby removing chlorine in the polychlorinated aromatic compound as an inorganic chlorine when the polychlorinated aromatic compound is removed from the polychlorinated aromatic compound or the hydrocarbon oil containing the polychlorinated aromatic compound and detoxifying the polychlorinated aromatic compound.

摘要： PROBLEM TO BE SOLVED: To reduce the flow rate of a liquid containing a polychlorinated aromatic compound after treatment, in a treatment of the liquid comprising the step to mix/make alkali such as t-BuOK chemically react with PCB contained in an insulating oil and make the chlorine content of PCB harmless by inorganic chlorination. SOLUTION: This treating device comprises a decomposition reactor 1 equipped with a stirrer 100 having a rotary blade 103 fitted, per shell 101, on a stirring shaft 102 mounted running through each of the shells 101 which are formed by demarcating the interior of a reaction cylinder and communicate with each other, an insulating oil supply installation 2 and alkali feed equipment 3 for mixing slurry fluid with the alkali and feeding the mixture to the decomposition reactor 1. The treating device supplies the PCB-containing insulating oil and the alkali-mixed slurry fluid to the decomposition reactor 1 respectively, where the oil and the slurry fluid are mixed and made to chemically react with each other and thereby the chlorine contained in the PCB is continuously removed as inorganic chlorine.

摘要： PROBLEM TO BE SOLVED: To remote and recover by-product in washing water produced in a dechlorination decomposing facility for multi-chlorinated aromatic compound as environmental pollutant and recycle waste washing water not to be discharged into external environment. SOLUTION: Already reacted oil obtained by removing chlorine of multi-chlorinated aromatic compound as inorganic chlorine while reacting multi-chlorinated aromatic compound-contained oil with t-BuOK in a decomposing reactor 1 is washed by a mixing means 9 and then chloride, non-reacted alkali are transferred to the side of washing water and separated into oil and water by an oil-water separating means 11 to recover treated oil. The oil washing water is neutralized by a neutralizing means 12, organic matters are adsorbed and removed by an adsorbing means 13 and inorganic salts containing chloride and neutralized salts are removed and recovered by a produced salt recovering means 14 and then transferred to the mixing means 9 again via a washing water circulating passage 15 and mixed directly in the reacted oil. The quantity of heat retained in the reacted oil is used to recover produced t-BuOH by a distillation means 10 and recirculate and recycle it as washing water.
