SOLUTION: The mobile terminal (ST) wireless communicates with one (APaH) of access points (APaH, APaF) placed in front and back of the router (RT) which instructs a communication route in an IP network (IPN) that is a communication network according to an Internet protocol (IP). Considering when the mobile device moves and handover for wireless communication with the other (APaF) occurs, the access points (APaH, APaF) are provided with an alternative mobile node (PMN) to control wireless communication handover instead of the mobile terminal (ST).       SOLUTION: The management device ME indicates measurement of electric wave interference amount from access points AP0 to 4 around access points AP0, 1, 2, and acquires an interference amount. The device calculates average signal intensity for every surrounding access point AP from the interference amount, and raises preference order of an access point AP of an object having the large total sum of the average signal intensity. Although a use channel is determined from an object access point having higher preference order, remeasurement of the interference amount at that time is not performed, and the average signal intensity calculated in the preference order determination is reused. The reutilization enables greater time shortening up to channel determination. This effect becomes obvious as the number of access points AP is increased.
